Strategic partnerships

Placemaking in collaboration to unlock regeneration and growth

LCR is the UK Government’s placemaking expert, and an established strategic partner to local authorities, rail projects, LEPs and government agencies.

We provide long-term support and form joint venture partnerships to deliver homes, jobs and value from transport-linked land and property assets.

With expertise gained from delivering some of the UK’s most successful regeneration projects around transport hubs, we assist our partners in identifying development opportunities, building robust business cases, and ultimately delivering outstanding developments.

We use our deep understanding of public bodies and the UK rail industry to bring stakeholders together, and apply our commercial development expertise to harness the best of private sector funding and delivery.

Creative problem solvers

We take on the most complex sites, working collaboratively with key partners to establish a long-term vision and create the conditions to ensure every destination reaches its potential.

Our skills in master planning and land assembly allow us to de-risk sites that are otherwise likely to remain underutilised or be considered too complicated for the private sector to tackle alone.

Our work includes:

  • Identifying business development opportunities around transport hubs

  • Developing business cases

  • Master planning

  • Land assembly

  • Forming land pool agreements

  • Development management services

  • Identifying and selecting private sector partners

  • Unlocking funding opportunities

Investing for the long-term

Our public sector ownership and strong remit to support the national and regional growth agenda means we commit for the long-term. Our focus is on meaningful outcomes, not short-term returns.

LCR’s commitment to the goals of local authority partners means that we have been able to deliver developments that meet the objectives articulated in local strategy and policy.

Working with us

We have a flexible approach to partnership. Whether forming joint ventures, working under collaboration agreements or providing consultancy in return for equity, we devise a model that best suits our partners’ objectives.

In Leeds, we have a truly strong and collaborative partnership between the Council and LCR. This joined-up approach has enabled us to make excellent progress on the materplan study for the new HS2 station and the surrounding area, which has been developed in partnership with LCR. Our ambition is for Leeds Station to strengthen its position as a key national transport interchange, pivotal regeneration site and economic driver for the region.
